One cause for this is missing the MSXML2.domdocument.3.0 object. This will occur on a fresh install of Windows 2000 with IE5. Installing IE6 is the easiest solution - it will install the required componentautomatically. Installing new MDAC Components (MDAC_TYP.exe, at least 2.8 SP1) will do the job too.
