You can call it a "WPKG engine".
It has to be executed with [http://www.microsoft.com/resources/documentation/windows/xp/all/proddocs/en-us/cscript_overview.mspx cscript.exe] or wscript.exe like below:
cscript \\path\to\wpkg.js [flags]
