The installer for WinBUGS doesn't seem to have an uninstaller so you need to create a new installer using Inno. this allows you to include any updates to the original WinBUGS installer plus the now [http://http://www.mrc-bsu.cam.ac.uk/bugs/winbugs/contents.shtml free license file].
Download and install the latest WinBUGS. Then install any updates using the instructions included at the top of the update. Do the same for the license. Now package up installed and working copy using Inno with the following iss file.
