To prepare this extension, download it from here; http://www.esri.com/software/arcgis/extensions/districting/index.html
Perform an "admin install" using the command "setup.exe /a". This will unpack the exe to produce an msi and related files.
By default the msi will have a wierd and wonderful name (based on the produce product guid). This can be renamed to something more comprehensible.
