Sometimes a disconnect/reconnect is needed to really have the OE icon disappear.

The above just hides OE. To remove it, use the procedure [http://support.microsoft.com/kb/263837 How to manually remove and reinstall Outlook Express]. (Maybe someone can post a batch file?)
