The only user which doesn't need a DOMAIN\ or WORKSTATION\ prefix is a SYSTEM user: if you want WPKG service to start as a SYSTEM user, just put SYSTEM as the user, with no password.
You have to configure WPKG Client to access any network path as DOMAIN\user or WORKGROUP\user.
