Extensions are set to either only be allowed to be installed per-user, not per-machine; or they can be installed per-machine but will prompt upon installation for the licence to be accepted (despite the fact the LGPL doesn't have to be accepted by the end user). This presents some difficulty in automating an installation of OpenOffice extensions.
